Forhandlingemeaf EU's nye kemikaliestrategiREACH er inde i en meget intensiv fase.
Der er tale om vanskelige forhandlinger,dels fordi REACH er et stort og kompliceret
der
forslag, og dels fordi der er mangeforskellige europreiskeinteresser, gor sig galdende
pi dette omriLde.
Efter dansk opfattelsevil REACH v&re en af EU's mest omfattendeog vigtige reformer pi
miljoomridet. Regulering af kemikalier er af stor betydning for miljo og sundhed.
Vedtagelseog gennemfsrelseaf en reform der kan styrke EU borgernessundhedog
miljoet, vil pi afgorendemide kunne styrke den tillid i befolkningen, som unionen har sfl
hirdt brug for. Det er ogsi danskopfattelse,at en kemikaliereform pi sigt vil styrke den
industris konkurrenceevne.

Negotiations on the new EU chemical strategyREACH are in a very intensivephase.Negotiations
are difficult, partly becausethe REACH proposalis a very comprehensiveand complicated
proposal, and partly becausethere are many different Europeaninterestsinvolved in this iegislation.
Denmark believesthat REACH will be one of the most comprehensiveand important reforms in
Europeanenvironmentpolicy. Regulation of chemicalsis of great importanceto health and the
environment.Adopting and implementing a reform that improves the health of the European

citizens and the environmentwill decisively strengthen trust of the Europeancitizens in the
Union, which is indeed needed.It is also the view of the Danish Governmentthat a reform of

The UK Presidencyhas put REACH on the agendafor the Council in November with a view to
reaching political agreement.The Presidencyhas contributed greatly to this end, and in the
negotiationsthe Presidencyhas made great efforts to find solutions that cover the views of all the
Member Statesand at the sametime maintain the main elementsof the Commission's proposal.
Denmark fully supportsthe work of the Presidencyand sharesthe aspirationof reachingan
agreementin the Council before the end of the year.
It is not supportivefor reaching a compromisethat the Commissionersinvolved at this stagepresent
papersthat are not in accordancewith the Commission's own proposal nor with the Presidency's
proposal.

Accordingly, I urge the Commission not to put forward new proposals,but to await the result of the
negotiationsin the Council and in the EuropeanParliament.
