As a follow up to the letter of the President of the European Parliament, Mr Josep Borrell Fontelles to the President of your House, I am delighted to invite you, or a representative of your committee, to participate in the annual meeting of the chairs of budgetary and financial committees of the National Parliaments of the European Union, which will take place this year on 21 June from 10.00 to 17.30 hrs. at the premises of the European Parliament in Brussels.
The first part of the meeting will focus on the new Financial Framework 2007-2013 and the Interinstitutional Agreement, as well as on the EU Budget for 2007. Those issues will be introduced by, respectively, Mr Reimer Böge, who was the rapporteur on the Interinstitutional Agreement on Budgetary Discipline and Sound financial Management, and Mr James Elles, rapporteur for the 2007 Draft Budget.
In the afternoon, there will be an exchange of views on the Own Resources topic, as already announced by Mr. Alain Lamassoure, standing rapporteur on Own Resources, in his bilateral contacts in connection with the questionnaire sent to national parliaments last December. Mr. Lamassoure will inform you about the discussions and responses he has had so far with and from the parliaments of the Member States, with a view to preparing, in permanent contact with the national parliaments, a position paper for the review of EU revenue planned for 2008 / 2009.
In order to provide a follow-up to the joint parliamentary meeting of 8-9 May 2006, I will also invite Lord Grenfell, who was rapporteur of working group 4 on the Union's Future Financial Resources, to present the results of this working group to our meeting. The following general debate will provide an opportunity to discuss the idea of a permanent working group on Own Resources that was brought up in the joint parliamentary meeting.
