I have the pleasure to invite you to the first European Council under the Lisbon Treaty on 10 and
11 December 2009.
This will be the last meeting of the European Council chaired by the "rotating Presidency".
Following the declaration of the December 2008 European Council , the Swedish Presidency is
called to continue to chair all remaining meetings of the European Council until the end of the
period of office, in close consultation with the new President of the European Council, Herman Van
Rompuy. In line with the provisions of the new Treaty on the composition of the European Council,
the meeting will take place in the format of Heads of State or Government only.
We will start our meeting at 17.00 with the customary exchange of views with the President of the
European Parliament, Jerzy Buzek.
We will then start with our formal agenda. I propose to focus our first working session, Thursday
afternoon, on the economic and financial situation with emphasis on the way forward. The new
President of the European Council will join us for the dinner. On this occasion, we will take stock
of the work going on in the Climate Change Conference in Copenhagen. After that exchange,
Herman Van Rompuy will have the opportunity to tell us how he sees the future functioning of the
European Council.
On Friday, the second working session of the European Council will be devoted to finalising the
conclusions.
