Dear Mr Chiti and Mr Bordo,
First of all I would like to congratulate you with the start of the Italian Presidency of the EU. I am
convinced that the parliamentary dimension of the Presidency is in good hands with you.
The European Affairs Committee of the House of Representatives of the Netherlands (EAC) is
pleased with your invitation for the COSAC Chairpersons meeting on 17-18 July 2014 in Rome.
With regard to the meeting, the EAC has discussed, on the basis of the draft COSAC-agenda, its
position to be represented by Mr Rene Leegte, vice-chairman of the EAC. Regarding the proposed
agenda item
the Priorities of the Italian Presidency and prospects for the European Union after the
European elections
I already would like to share with you the position of the House of
Representatives through this letter.
The delegation of the Dutch House of Representatives calls upon all national
parliaments of the EU Member States to deliver a (common) message to the members of
the European Parliament elected in their respective Member State. This message is to
request these Members of the European Parliament to ask the Commissioners-designate
the following questions during their hearings:

What is your opinion of the strengthened role of national parliaments since the
Treaty of Lisbon? And how do you, in your foreseen role as a Commissioner, plan to
contribute to further strengthen the role of national parliaments in the European
legislative process?

Do you foresee an active engagement with National Parliaments and how will this
engagement look like?
How do you intend to deal with the situation when a so-called yellow card is drawn
by national parliaments? How do you intent to shape and develop the dialogue with
the national parliaments about draft legislative acts, in order to avoid apparent
ignorance towards the arguments of the national parliaments as perceived by them
in the case of the European Public Prosecutor’s Office?
