The Council of the European Union
The European Commission
2 October 2015
Regarding informal meeting of Ministers for Employment
and Social Affairs of the euro area
Dear colleague,
We understand that the presidency of the Council has convened an
informal meeting for ministers representing the 19 euro-zone countries
prior to the Employment, Social Policy, Health and Consumer Affairs
Council on 5 October 2015 with the aim of institutionalising such
preparatory meetings.
While we fully understand the need for euro-zone countries to make the
Economic and Monetary Union a solid and resilient factor of stability
and growth, it is essential to ensure the integrity of the single market and
openness towards non-euro EU countries. Whenever matters of
common interest are concerned they should be discussed by Ministers of
all 28 Member States.
Against this background, we would like to express our deep concern
regarding the initiative. It runs counter to our efforts to ensure the
coherence of EU28 and should not become a recurrent event.
