Annex on Workshop Session at the Interparliamentary Committee Meeting
The Third Reform of the Common European Asylum System - Up for the Challenge -
Tuesday, 28 February 2017, 14h00 - 15h30, European Parliament, Brussels
From 14h00 to 15h30, three parallel Workshops will take place. Members from National Parliaments
participating in the ICM should indicate in the table below in which Workshop out of the three
options given they would like to participate. Each Member may attend one Workshop.
We would also like to draw your attention to the opportunity to contribute in writing to the
questions related to the topics of the respective Workshops. A compilation of all the written answers
will be shared with relevant Workshop participants as a background document.
The choice of Workshop as well as any written answers on the questions related to that Workshop
should be provided
no later than Monday, 13 February 2017.
Workshop
1) Prevention of trafficking in human beings (THB) - co-chaired by MEP and
NP, speakers: Europol, European anti-trafficking coordinator (tbc)
Questions for written answer:
a) How does your country proceed for the identification and the referral of
victims of THB to appropriate services (legal background and best practices
in this field)?
b) What are the current needs identified in your country and what systems
of prevention of THB and of assistance to victims, if any, are in place (legal
background and best practices)?
c) Are there any specific issues to be highlighted notably in relation to the
current number of arrivals of persons in need of international protection at
EU’s external borders?

2) Administrative Cooperation between Member States authorities under
Dublin: what works? co-chaired by MEP and NP, speakers: EASO and
representative(s) of national authorities (tbc)
Questions for written answer
a) In your country, are there different authorities responsible for the
assessment of asylum claims and for Dublin transfer assessments?
b) In your experience, what are the main difficulties (legal or practical) faced
by asylum authorities in the implementation of the Dublin system?
c) According to your experience, what are the main challenges of the current
distribution system affecting your administration?
3) Legal assistance and alternatives to detention during the asylum
procedure: Exchange of good practices from Member States, co-chaired by
MEP and NP, speakers: CoE, International Detention Coalition (tbc)

a) Is there free legal assistance provided in your country and at which level
of the asylum procedure is it offered?
b) Are alternatives to detention legally available for asylum seekers under
your national law, and if so, under which conditions/ in which situations are
they actually offered?
c) Would you have one or more best practice to share?
Each Workshop will have the following structure:
Introduction by the Chair/Co-Chair (5 minutes)
Inputs from experts/ NPs (20 minutes)
Discussion (60 minutes)
Closure by the Chair/Co-chairs (5 minutes)
