RESOLUTION
O F T H E S E N AT E O F T H E R E P U B L I C O F P O L A N D

requesting the Council of Ministers to adopt the negotiated draft budget of the
European Union
The Senate of the Republic of Poland requests the government to respect the national
interest and withdraw the threat of vetoing the budget of the European Union, which
contravenes the Polish reason of state.
Veto announced to be put by the Law and Justice party's government causes damage to
Poland's economic, political, and strategic interests. It may result in a delay, limitation, or
even suspension of the payment of hundreds of billions of zlotys to Poland from the European
funds, including those from the Recovery and Resilience Facility, which are supposed to help
overcome the economic crisis caused by the coronavirus pandemic. Employees and
entrepreneurs, local governments, farmers as well as the public healthcare system in Poland
and all over Europe are awaiting these funds. The Law and Justice government threatens to
take these funds away from the citizens of Poland and of the European Union only to be able
to continue violating the principles of the rule of law and attacking independent courts, that is,
in fact, to ensure impunity for the officers of the ruling group.
The veto threat further deepens the Polish government's international isolation and the
country's drift from the decision-making centre to the sidelines of the European Union, which
have taken place for the last five years.
The Senate points out that sacrificing the country's key interests in order to protect the
interest of the governing party contradicts the Polish reason of state. The rule of law and
independent courts serve every Pole and are fundamental to the legal system of both Poland
as well as every other EU member state.
The Senate rejects the Prime Minister's statements that "it is not the Union we have
joined" and "this is not the Union that has any prospects for the future".

The Senate reminds that the nation's decision about the Polish accession to the European
Union, which is not only an economic community, but, above all, a community of values, is
still valid and final.
The Senate of the Republic of Poland assures that it will put every effort to secure the
interest of Poland in which the rule of law, the foundations of democracy, and the citizens'
equality before the law is not questioned. Poland's position as a sovereign, law-abiding
country at the centre of the European Union is in our best interest. Only such Poland will
remain safe and affluent for future generations. This is the only Poland the Poles want.
