Thank you for your letter in which you refer to two important questions raised at the occasion
of the Interparliamentary Conference on Stability, Economic Coordination and Governance in
the European Union (SECG) of 28 September 2021. Let me also thank you for putting new
own resources at the centre of your discussion.
As regards your first question on the introduction of new own resources, let me underline that
the Commission remains determined to present an ambitious package of new own resources
as agreed in the framework of the interinstitutional agreement of December 2020. The first
package, initially planned in July 2021, will be adopted by the Commission by the end of this
year. A second package will follow at the latest by 2024.
New revenues will be needed for the repayment of NextGenerationEU, as otherwise there will
be a risk of an undue pressure on programme expenditure or investment instruments under
the next Multiannual Financial Framework. At the same time, it is also desirable to introduce
new own resources to mitigate the increases in the gross national income-based own resource
for the Member States.

As regards your second question on a possible EU wide digital tax, the Commission welcomes
the G20 historic agreement of 10 July 2021 and intends to support its finalisation. This
agreement
will
create a more stable and fairer international tax system for all the sectors of
the economy. Consequently, the Commission has put on hold its proposal for a digital levy
during this period.
The OECD/G20 Inclusive Framework is now due to address the remaining issues and finalise
the design elements, together with a detailed implementation plan. Accordingly, the
Commission is committed to present a balanced own resource package, which will take into
account the game-changing progress at OECD/G20 level.
