Dear Chair,
I have the pleasure of inviting you to an Inter-parliamentary Committee Meeting (ICM) that
the Constitutional Affairs Committee (AFCO) will hold on Wednesday 26 October 2022.
The main aim of this Inter-parliamentary Committee Meeting is to exchange views with
national Parliaments on the ‘C
onclusions of the Conference on the Future of Europe and the role
of national Parliaments in the European Union’
.
The Conference on the Future of Europe ended on 9 May with the
presentation
of the final
report containing 49 proposals and 325 concrete measures aiming to reshape the Union
according to the citizens’ expectations. In line with the commitments to follow up on the
Conference recommendations in full respect of their competences and the subsidiarity and
proportionality principles enshrined in the Treaties, the EU institutions have started
preparations to the implementation process of the Conference conclusions. The European
Parliament on its part adopted with overwhelming majority the resolution on 9 June 2022
calling for a Convention on the revision of the Treaties as a follow up of the Conference.
Building on the success of the previous Conference related Inter-parliamentary Committee
Meetings, we would like to use the opportunity of the ICM on 26 October 2022 to discuss
with the national Parliaments the implementation of the conclusions of the Conference on the
Future of Europe, including by means of Treaty changes, and the role of the national
Parliaments in this process. Also invited to this Inter-parliamentary Committee Meeting are:
Mr Guy Verhofstadt - Member of the European Parliament, Mr Mikuláš Bek - Minister for
European Affairs of the Czech Republic representing the Council Presidency and Ms
Dubravka Šuica - European Commission Vice-President in charge of Democracy and
Demography.
I would thus, like to cordially invite you, together with a small delegation from your
committee to the Inter-parliamentary Committee Meeting of AFCO, to be held on 26 October
2022. In this context, I would be very pleased to welcome up to four Members of the relevant
committee(s) from each national Parliament (two from each Chamber in the case of bi-
cameral Parliaments) to attend this meeting. Please be informed that the meeting will be held
in person only. Should you be unable to attend, I would welcome any written contribution,
which would be distributed to our Members and other participants.
I sincerely hope that you will be able to accept this invitation, and I am looking forward to
your participation in this event on 26 October 2022 and to a constructive and fruitful debate.
In attachment, you will find a copy of the draft programme of the meeting. A final copy will
be circulated closer to the date of the meeting.
