1.1 COSAC expresses its thanks to the COSAC Secretariat for preparing the 39th Bi-annual Report,
which covers the participation of Parliaments in the handling of the Fit for 55 climate legislation, the
role of Parliaments in accelerated decision-making processes in response to crises and best practices
for information exchange between Parliaments, including use of IPEX.
1.2 COSAC invites all Parliaments to share the best practices emphasized in the Bi-annual Report
within their Parliament.
1.3 COSAC encourages all Parliaments to use IPEX in order to exchange information and to upload
useful information regarding parliamentary activity in EU affairs including the subsidiarity and
proportionality checks.
2.1 Recalling the Conclusions of the LIX COSAC held in Sofia in June 2018, and following the
Conclusions of the LVIII COSAC held in Tallinn in December 2017, COSAC hereby decides to de-
activate the old COSAC website (www.cosac.eu) since all of its contents have successfully been
transferred and uploaded on IPEX.
2.2 COSAC expresses its thanks to the COSAC Secretariat for its work with the transfer of all the content
from the old COSAC website to IPEX, and also to the IPEX Information Officer for its support
throughout this process.
2.3 De-activation of the old COSAC website corresponds to the purpose outlined by the Conference of
Speakers of the Parliaments of the EU of establishing IPEX as the “one-stop shop” for
interparliamentary exchange on EU affairs and documents, including hosting information related to all
interparliamentary conferences.
3.1 COSAC recalls that the co-financing of the current Permanent Member and the office of the COSAC
Secretariat ends on 31 December 2023. The Swedish Presidency invited Parliaments to renew their
commitment to the co-financing agreement for the period from 1 January 2024 to 31 December 2025.
3.2 COSAC notes that 39 out of the 39 National Parliaments/Chambers have signed and sent their letters
of intent indicating that they are willing to participate in the co-financing for the above stated period.
COSAC welcomes the fact that all 39 National Parliaments/Chambers have signed the letter of intent
and therefore the co-financing of the Permanent Member and the office of the COSAC Secretariat will
continue.
3.3. COSAC thanks the European Parliament for hosting the COSAC Secretariat on its premises in
Brussels and for providing it with appropriate office facilities

4.1 COSAC takes note of the Conclusions of the Presidency of the Conference of Speakers of the
European Union Parliaments held in Prague on 24-25 April 2023, in particular the invitation to
COSAC to propose an exchange of best practices and to reflect on possible ways to strengthen modern
parliamentarism.
