First session: THE CHALLENGES OF GOVERNMENT AND THE ECONOMIC
RECOVERY OF THE EUROPEAN UNION IN THE INTERNATIONAL CONTEXT.
In 2022, the European Commission issued a Communication (based on
public consultation with different stakeholders and the member states) in
which future guidelines of EU economic governance framework and its
reform were set out, achieving simpler, more transparent and more
efficient regulation, with greater national participation. This aimed to
reduce the high levels of public debt in a realistic, gradual and sustained
way, improving inclusive economic growth through strategic investments.
To address the challenges and the reform of the Government of the
European Union, it is key to take the international context and the world
economic context into account.

Second session: ARCHITECTURE OF THE NEW GOVERNANCE: MEDIUM-
TERM STRUCTURAL BUDGET PLANS AND THE SPECIFIC NET EXPENDITURE
PATH FOR EACH COUNTRY. SUSTAINABILITY OF DEBT AND FISCAL
PRUDENCE WITHIN THE FRAMEWORK OF THE ECONOMIC AND
MONETARY UNION
Under the new Governance rules, Member States would have greater
room for manoeuvre in setting their budgetary adjustment path,
reinforcing national sovereignty over their fiscal paths. Economic policy
decisions are subject to voluntary coordination at the European level, with
the result that decisions or economic developments in one member
country strongly affect the other member states and can produce a
contagion effect. To guarantee macroeconomic stability and the good
function of the EMU, a fiscal discipline framework that promotes the
sustainability of finances is essential.

Third session: INTEGRATION OF THE SOCIAL DIMENSION IN ECONOMIC
GOVERNANCE
The concept of a socially strong Europe is based on people and their
wellbeing, given that it is one of the most egalitarian societies in the world,
with the highest standards for working conditions and social protection.
Sustainable competitivity is at the centre of market social sustainability,
with the aim of achieving a sustainable and inclusive model of growth, in
which an innovative and qualified active population is key, capable of
adapting to the environmental and digital double transition.

Fourth session: OPEN STRATEGIC AUTONOMY
International openness is a keystone of the European Union, inherent to the
economic and social progress achieved since its creation. However, the
effects
of globalisation have brought to light the dangers of the Union’s
strategic dependency on third countries, which threaten citizens’ wellbeing
and the competitivity of European companies. These vulnerabilities may
worsen within the framework of complex international order, with the
emergence of new conflicts and the impact of climate change, which is why
it is necessary to establish a strategic European autonomy that does not
lean towards protectionism.
