COSAC thanks the COSAC Secretariat for the preparation of the 41
st
bi-annual report
on the role of national parliaments in the evaluation of the 2019-2024 European
legislature and the preparation of the Council's strategic programme for 2024-2029;
the promotion of a gender policy within parliaments; and the follow-up in
parliaments of the European Commission's reports on the rule of law.

COSAC invites all parliaments to increase the visibility of the results of COSAC's work
and encourages them to share the best practices highlighted in the report within
their parliaments and with the general public wherever possible.
On the exchange of best practices

COSAC encourages the exchange of best practices between national parliaments
on how to manage interparliamentary conferences during the parliamentary
dimension of a Council presidency, when elections take place during that
presidency. The permanent representatives of the national parliaments in the
European Parliament could draw up an inventory and analyse the experience
acquired in this area, so that the parliamentary services of all Member States can
benefit from it.

On the organisation of COSAC meetings

COSAC encourages future presidencies to consider ways of making debates more
spontaneous, in particular by organising interactive debates.
COSAC invites future presidencies to highlight the results of the bi-annual report, in
particular by ensuring that the topics covered are relevant to the sessions organised
during the plenary session and by asking the permanent member of the COSAC
Secretariat to present these results.

COSAC thanks the European Parliament for hosting the COSAC plenary meeting at
its headquarters in Brussels and for providing the Belgian presidency with all the
necessary assistance.

COSAC thanks the previous (Swedish and Spanish) presidencies for having settled
the appointment and funding of the permanent member of the COSAC Secretariat
for the period from 1 January 2024 to 31 December 2025.
On the Meeting of the Presidency of the Conference of Speakers in Palma de
Mallorca on 21-23 April 2024

COSAC takes note that the Presidency of the Conference of Speakers of the
European Union Parliaments, at the meeting in Palma de Mallorca on 21-23 April
2024, will examine a draft for a "Charter on the role of Parliaments in a functioning
liberal democracy" ahead of the European Elections on 6-9 June 2024, in light of the
initiative to jointly advance on the role of Parliaments in a functioning democracy
and to reflect on possible ways to strengthen modern parliamentarism.
